When can I get a corrective relaxer?

My friend tried to relax my niece's hair which is really thick. Instead of starting with the shaft of the hair, she started with the roots. Now, the roots are straight but the shaft looks like it was never relaxed at all. Is a corrective relaxer safe just for the hair shaft? I will definitely take her to a professional. Just wondering.
