What rights do i have with my daughters medical issues?

If you and your husband agree she should have the helmet, there's no risks from it and you have the money to pay I don't see why there would be any problem in getting one. Try seeing a private doctor if it's not deemed necessary. However if a doctor thinks she doesn't need it I would wonder if I was just wasting my money and making the kid wear an uncomfortable helmet for no reason.
