Replaced basement wall mortar joints won't dry?

Had basement wall replaced in December. Everything looked great till two weeks ago. Have had lots of rain and now the mortar joints are damp inside along the ground level area of the house then go down several blocks in various areas of the basment. Will these joints eventually cure or will this continue? or what corrective measures will be necessary. The wall was coated with tar and plastic to ground level. In advance I thank you.
